Divide and Conquer Burke added that the way the consistory was structured did not allow for so-called free interventions. The two plenary sessions permitted only brief interventions: "Each intervention was limited to three minutes, so just 15 cardinals could speak in one session." The pope should only confirm bishops, not appoint them. The local canons of the diocese (now virtually non-existent) elected their bishop, like Cardinals elect the Pope. It is a more pyramidal shape of the Church which conforms to her actual shape, with God at the peak.
